Hành tây bóc vỏ, cắt nhỏ. Trứng cút luộc chín, bóc vỏ.
Cho thịt băm vào tô, thêm hành tây, nước tương, muối, tiêu, rượu trắng, dầu mè vào, trộn đều. Để thịt trong khoảng 2 phút rồi chia thành 12 phần bằng nhau.
Trứng gà đánh tan. Lăn trứng cút qua một lớp bột mì, sau đó dùng thịt bọc đều thành viên tròn. Áo viên thịt qua một lớp bột mì nữa, rồi nhúng qua trứng, rồi đến lớp bột chiên xù.
Cho tất cả vào lò nướng đã được làm nóng ở 180ºC, nướng trong 20 phút. Nếu không có lò, có thể thay thế bằng cách chiên ngập dầu đến khi viên thịt vàng đều.
